[Building Sakai] Variables in xlogin.vm

I'm hoping this will be an easy question for a Sakai developer.

We have brute forced some html in the xlogin.vm file to show up on the login page but notice there are several variables in that file, one being ${loginAdvice}.  I'm wondering where that variable should be set so the text shows up on the xlogin page; local.properties file?  A language translation file, if so, where is that file?
