[Building Sakai] Proposed changes to Site Info Tool Selection Page (SAK-16600)

For 2.10, we (Dr. Chuck and I) were thinking of just making the side menu
collapsed by default and having the top bar sticky (floating down the page
with content). People seem to prefer this nowadays anyway. [1]

This menu would want to be tool ordered still though I'd probably make it a
2 level navigation so if you clicked
- <Site>
  - <Tool Group 1>
    - <Tools>
  - <Tool Group 2>
     - <Tools>

In either case the same issue would remain whether or not this was
implemented.

It doesn't sound from the writeup that they will be in entirely in
sakai.properties, but there will have to be new methods in the kernel to
generate the list for site management, so a new jira sounds like a good
idea for someone else to work on whatever happens for 2.10.
