Just to close this, it was a local project that was using
org.sakaiproject.purepoms:sakai-standard-tool:pom:2.8-SNAPSHOT,
switching it to
org.sakaiproject.purepoms:sakai-standard-tool:pom:2.8.7-SNAPSHOT
(extra -7) fixed the issue and we're all building again.
