[Building Sakai] Dateformat "-Duser.region=GB -Duser.language=en"

I'm a partial descendent of convicts that Britain sent here, and we use the same date format, does that qualify?

If the tools are using the ResourceLoader to get the Locale and thus the date format, then that does the lookups required, i.e. check user prefs if any, then JVM server setting -Duser.region etc, then operating system/browser. 

So perhaps the problematic tools aren't doing that, or some other setting is sneaking in.
