[Building Sakai] Dateformat "-Duser.region=GB -Duser.language=en"

I'm British, but I don't know the answer :) I have a few ideas though ...

Does Sakai honour the tomcat start up settings though? Does what you pass
to the JVM become the default locale for all users? The next thing to
consider is whether certain tools, like Samigo, pull the current locale
from the HTTP requests, rather than Sakai preferences. That's what I'd
check.
