[Building Sakai] LessonBuilder, "Add Website" feature not available

That'll be the unzip patch for kernel. You do need it but I can't remember
off the top of my head what actually turns on the option in More Tools. I
think it uses reflection but I'll confirm tomorrow. It's late here in the
UK.
