[Building Sakai] Lessonbuilder, assignments2, and sakai 2.7 build errors

The rutgers repo isn't needed in the tool/pom.xml, so remove that.  I also
had to change the YAFT version to 1.3.0-SNAPSHOT in pom.xml.
