[Building Sakai] Building Sakai 2.9.0 with maven version 2.2.1 or 3.0?

Hi Neal,

I would recommend Maven 3. Whilst the build should work ok on Maven 2.2.1, you will get 'checksum failed' warnings because of some incompatibilities, and some weird dependency issues which we had to modify third party POMs for, which are not an issue in Maven3.
