[Building Sakai] Neoportal.js dhtml_more_tabs

Is there any reason the dhtml_more_tabs function is still in 
neoportal.js? It looks to have been replaced by dhtml_view_sites. if it 
isn't used, and grepping for it indicates that it isn't, I'll remove it 
on my next commit.
