[Building Sakai] Sakai Notify New Guest Users not picking up change

Good afternoon,

 
At work I have been requested to change the notification that is sent out, when a guest is given permission to join a site. In many site's Site Settings there is the ability to add a user that is in the roster, as well as a guest user. If the user is a brand new user, Sakai sends an email notifying the user how to join. I have searched through the code, and the only place where the text seems to come from is the Site-Manage notifyNewuser.xml. I have modyfied it with my new text, and tried it on my personal environment. However, it used the original text. (Although I do not have an email server on my personal desktop, I set my sakai.properties to show all outgoing emails.) I rolled back and just tried adding on letter. Again, it showed the original text. I went online and found an older branch of the code. No luck. I checked the .m2 repository, and the text there had included my change. I do not know why when I deployed it it did not change. Did I deploy
 it wrong, or am I working with the wrong code.
