[Building Sakai] Issues with Oracle on QA server

I got the sql off of nightly, so as long as the tables are the same for
the nightly version and what's going in to 2.9, I should have the oracle
worked out. I just ran it on qa3-us, so if someone wants to confirm
https://jira.sakaiproject.org/browse/STAT-315, that'd be great!
