[Building Sakai] Jira down tonight in an hour (1AM EDT)

Yea agreed on Grasshopper, the license looks like it was from 11-2010 ->
11-2011 and we can't upgrade to the newest version. So either remove (if
nobody is using it) or get a new license. The Rank Up/Down aren't removable
but they don't do anything and are supposed to be fixed in the next version.
