[Building Sakai] Jira down tonight in an hour (1AM EDT)

Two issues I've noticed:

1. in the logged out view of an issue there are Rank to top / Rank to bottom buttons. They don't give any feedback when clicked so I'm not sure if they do anything? They are not present when logged in.
2. Greenhopper is not licensed but the Agile tab shows up. That plugin should be deactivated if we no longer have a license (though it was only a recent addition so it might just be a version mismatch). It also shows up on the logged out view.
