[Building Sakai] Tomcat not shutting down properly

For extra added fun, I have sakai trunk with James running locally AND
everything shuts down cleanly for me.

Java 1.6, tomcat 7, sakai-trunk-all, 5 contrib projects added in,
mostly default sakai properties
