[Building Sakai] Tomcat not shutting down properly

Is this Sakai 2.8? I have also noticed that a thread keeps running when Tomcat shuts down, I thought it may have been local only at first. However Mike Jennings (cc'd) was going to run some tests and see what the cause was.

There is a presence cleanup thread that does continue to run but should be shutdown, perhaps it isn't.

I haven't seen this in 2.9 or trunk though.
