[Building Sakai] portalsecret is not working

Dear All

I am using sakai 2.8.1, and want to bi-pass sakai login process 

I have set  portalSecret to a value.

Then calling login webservice from external portal (built in jsp),
but unable to login using portalSecret,  getting exception "unable to login", however I can login there (and getting session) using user password.
and then using that session I can access sakai portal.

am I missing any thing ?
