[Building Sakai] How to change Time Zone of all users

Dear All

1. How to add following tages to sakai_preferences xml column ?

<prefs key="sakai:time">
<properties>
<property enc="BASE64" name="timezone" value="QXNpYS9LYXJhY2hp"/>
</properties>
</prefs>


2. and how to search using sql query in xml column, because its type is *
LONG*
