[Building Sakai] How to change Time Zone of all users

[Jehan Badshah]

It is found in sakai_preferences table, and xml column

but it is *base64 *encoded, it look like following tage

<property enc="BASE64" name="timezone" value="QXNpYS9LYXJhY2hp"/>
