[Building Sakai] Melete - encoding(windows-1251) problem in 2.8 with sections from 2.6

Hi.

In Sakai version 2.6(melete version 2.6) on server with windows - when we add 
sections, sections saved in windows-1251 encoding. With view and edit section 
all ok(browser use utf-8 on this pages).

But in Sakai 2.8(melete 2.8.2), new sections saved in utf-8. And old 
materials(from version 2.6 in encoding windows-1251) did not display correctly 
on view and edit.

Anyone have ideas, how to resolve this problem?
