[Building Sakai] CLE Skins default and neo-defualt

Hi Mustansar,

Regarding the skin documentation, I will get that done for  Beta-07 in a
week or so after it is stable. It will be checked in the reference/docs of
trunk, would appreciate any comments, feedback.
