[Building Sakai] How do I put the further translated files

Would it be possible to view
http://qa1-nl.sakaiproject.org/international/sakai-trunk-all/mn.html page in
UTF-8 format?

It is impossible to translate the files which are on the "Possible missing
translation files" list. What are the reasons?
