[Building Sakai] Citations Helper

Hi All,

Who currently leads the Citations project? I'd like to request svn access
if possible as I'm going to be doing some substantial work over the next
couple of weeks on behalf of Oxford. I can do patches, but if the project
is not actively led at the moment I wouldn't want them to languish.
However, if it is actively maintained I'm happy supplying patches.
