[Building Sakai] Sakai Rwiki and custom Apache FOP build

Just a quick note, does anyone know why rwiki has a custom build of
fop at the moment and if the source to this custom build is available
anywhere?

This is in relation to:

https://jira.sakaiproject.org/browse/SAK-21922

which has a patch attached to remove the custom build of fop.
