[Building Sakai] gradebook export changes proposal

SAK-22205. Gradebook Item Export Format

I like the consolidation of the export buttons into a dropdown.  Did you do
this for the "All Grades" page as well?

SAK-22204. Export grades in a format required by the institutional
registrar.

Why didn't you just add the "Export grades for Wolverine" as an option in
the dropdown menu instead?  My guess is b/c you don't want your instructors
to have to look for this, but is this something for generic Sakai?  I think
a more expandable/generic approach would be to have an "Export Grades"
interface which you can implement and it will automatically be registered
and added to the list.
