[Building Sakai] Should we set siteview.roleswap as default for fresh installs?

You may want to explain what siteview.roleswap does and what the use
cases are  for anyone unfamiliar with it.

I think this ticket probably covers it but it's not exactly summarized
anywhere as far as I can find.

I would also want to know what is meant by turning on a permission
(like siteview.roleswap) by default. You mean modifying the site
templates on a new install of Sakai or adjusting the migration to
enable them on existing installations or just defaulting a config or
what? Which roles would this affect by default (maintain? Instructor?
Other?)?
