[Building Sakai] RSF version, is it OK to use a snapshot?

Yea there's some stuff in trunk that's still also referencing

        <rsfutil.version>0.7.4</rsfutil.version>
        <sakairsf.sakai.version>2.2.x</sakairsf.sakai.version>

(This is in site-manage-participant-helper)

So I think that even when this is released some across the board cleanup
will be needed to get tools updated since this is not something defined in
any master pom.
