[Building Sakai] RSF version, is it OK to use a snapshot?

It seems like any tool that depends on SakaiRSF artifact would be at 
risk of suffering from this same bug.

I built the snapshot and tried to apply it to our local build, I found 
several places that depended on SakaiRSF artifact.  I did not test every 
tool to see if it suffered from the same bug, I just went ahead and 
updated it to use the new snapshot version I had built.  Everything 
seemed to run ok.

I did notice some weird version numbers in a couple of POM files though. 
  And many projects/tools were pointing to very different versions of 
SakaiRSF.
