[Building Sakai] Configure a role of instructor so that he just can update Site Info (course's syllabus) only

Hi Raad,
Thanks for your answer.
The thing I want is the instructor just only have privilege to edit Site
Information, not have privilege to control other functions (add user to
site, add tools, ...). If I configure the role of instructor with site.upd,
he not only can modify site's title/description but also can add more tools
 and can do some other functions. Can I configure Sakai to do this?

p/s: i have read Permission Definitions in Sakai here
https://confluence.sakaiproject.org/display/DOC/Permission+Definitions+in+Sakai+2.5
and
I don't see any strategy to configure the instructor's role like i want.
