[Building Sakai] Recepients list in Private Messages drafts

I don't think this is a bug or feature... it was probably just how it
was implemented.  I know the way the Messages tool stores recipients
is incredibly annoying (1 long string), so it could have also been
done this way b/c of difficulty.  I don't see any reason why someone
wouldn't want this stored.  Feel free to create a jira and I can test
the patch.
