[Building Sakai] Problems exporting and importing assessments

I've attached to this e-mail one exported assessment which import
doesn't work. I've tested it in the next 2.9 QA Servers Instances:
http://qa3-us.sakaiproject.org:8086/portal and
https://sakai-29.rutgers.edu/portal and it doesn't work either.

Thank you for your explanation. Yes, we think that the QTI Export Option
should have more instructions. I've created a new JIRA on
https://jira.sakaiproject.org/browse/SAM-1599.
