[Building Sakai] 2.8.0 announcements are not sorting in descending order

Don't run the .0 release, this was a bug that was fixed in the 2.8.1
release.

You might also need to run the 2.8.x release at this point as there was a
followup fix that is only in that branch as there hasn't been a new release
in 3 months.
