[Building Sakai] 2.8.0 announcements are not sorting in descending order

Dear All

We have deployed Sakai 2.8.0 with Oracle 9i.

Announcements are not sorting properly, there is no order in announcements
showing to users.

in Sakai 2.7.x  announcements were showing in descending order, we want
same behavior in sakai 2.8.0 that most recent announcement to be displayed
on the top.
