Speaking of the tab preferences page, it still does work fine

But theres no change on this accessibility issue (keyboard controls can't
move the item back into favorite sites)

Also I think it's a serious usability issue with this new preference panel
that you can't move more than 1 item at a time, it looks like that wasn't a
feature of the fluid reorderer and a plan for someday. [1] I know a lot of
users with many sites.

Kind of like how this one worked so you could draw a select box around it:

Before when I had a ton of sites in CTools I could at least shift/ctrl
click to move them quickly. Now it would take quite a bit longer.
