[Building Sakai] MD5s for CLE 2.9 Release & suggesting sakai.basiclti.admin be default

Hi everyone,

	Thanks for looking into this.  The MD5s do appear to be fine now, and apologies for not mentioning the 404s on the docs as I did notice that too.

	Here's what I was getting as the MD5s earlier in the week, which my web browser (Chrome) assumed was a downloadable file (but I didn't inspect the headers at the time) if it helps:
