[Building Sakai] In a particular site how to restrict students from sending messages

As far as I can tell from 
https://jira.sakaiproject.org/browse/MSGCNTR-401, this is only in "CLE: 
Messages & Forums" 3.0.0-rc01 which made it into msgcntr-3.0.0 which is 
part of CLE 2.9.0.

Because it's a new feature, its inclusion in 2.8 would require some 
discussion, as far as I can remember how CLE maintenance works.
