[Building Sakai] Can we turn on English-DEBUG on the Nightly server?

I'm not sure who to send this request to.  Currently the Sakai 2.9 
nightly server running at:

http://nightly2.sakaiproject.org:8087/portal

Does not have the "English (DEBUG)" locale available for selection in 
the Language area of the preferences tool.  Is there some way we can get 
this turned on?  It's extremely valuable for assisting with localization 
/ internationalization.
