[Building Sakai] Site Info sending notifications in Catalan

Our 2.8.x instance seems to be sending all the "You've been added to a
site" notifications in Catalan. We've started Tomcat with

-Duser.language=en -Duser.region=US

And I've checked individual user settings to see that the sender and
recipient of the message are both set to English.

Has anyone seen this before, or have any ideas where to start
troubleshooting this?
