[Building Sakai] Citations and SAK-22422

I have checked in most of the stuff for SAK-22083, but I now have a long list of minor details to deal with.  My check-in changes the main page for the citations helper so the dialog for creating a new citation list is mostly on a single page.  Most of my testing has involved "import" and a particular instance of the new-style search-vendor interface. I hope to be done with all the details by close-of-business (EDT) Thursday.
