[Building Sakai] Citations and SAK-22422

Hi Adam,

Jim got back to me but I don't think he mailed the list. He's got some
changes he wants to commit before I get this change in. Every time he's
ready to commit his stuff I get another change in and he has to refactor,
so I'll wait for him this time.
