[Building Sakai] tomcat 7/java 7

Nevermind, there was a regex for the STRICT_QUOTE_ESCAPING, not one for the
STRICT_WHITESPACE. But there were less occurrances of those. You'd have to
look at the fixes attached to that ticket if you wanted to fix them for
2.8.x, or just with that javaopt.
