[Building Sakai] samigo audio signing in 2.9

Yes, I'm happy with switching, especially when the jar-sign goal is
depreciated as mentioned. Would even suggest merging this into 2.9. Jira it
up! Thanks for verifying, it was working for me on Linux so I couldn't test
it out.
