[Building Sakai] Gradebook2 Duplication Issue

So it appears that it is an issue with Gradebooks based on Percentages as
referenced by sub-tickets under
GRBK-752<https://jira.sakaiproject.org/browse/GRBK-752>.
It appears to have been addressed by
GRBK-804<https://jira.sakaiproject.org/browse/GRBK-804>
