I think the immediate problem is that the master 2.9-SNAPSHOT directory 
doesn't exist any more under:

http://source.sakaiproject.org/maven2-snapshots/org/sakaiproject/master/

Of course it's still in the maven-metadata.xml.

In any case, I'll do a local mod to LB to add the Sonatype snapshot repo.
