[Building Sakai] Site lost Site Info and other tools without explanation

Does anybody have any experience with sites losing tools without explanation.  I had an instance where the "Site Info" tool, along with multiple other tools were not longer listed on a site.  I could imagine how other tools could be removed by users accidentally, but "Site Info" shouldn't be one of them.  We were able to add the tools back to the site as the admin without losing any data, but losing that tool seems very odd.
