I've followed the development environment setup workthrough but it does not mention these attributes.

You need these in your JAVA_OPTS:
-Dorg.apache.jasper.compiler.Parser.STRICT_QUOTE_ESCAPING=false -Dsun.lang.ClassLoader.allowArraySyntax=true
