[Building Sakai] archive tool

Unicon is starting to contribute back some improvements/support for site 
archive to various tools.  For example, here's a patch/jira to add 
support for BasicLTI to site archive/merge.

We have worked directly with Charles at Rutgers to improve some aspects 
of Lesson Builder (by the end of this process Charles did most of the 
work).  We also have patches going in to support archive for samigo and 
assignment attachments.

We're using site archive functionality heavily and not in the way it was 
originally intended.  This simply means we're find a lot of edge cases 
that the original code didn't worry about.  But by fixing these edge 
cases, hopefully it improves the overall stability of the site archive code.
