[Building Sakai] [Using Sakai] Announcing Dashboard 1.0.0

I've been testing this tool and it has been really neat to use!
Congrats to Michigan and the dashboard team!

I've been patching and testing this in 2.8.x for those who can't wait
for 2.9.  So the confluence page (and announcement) should actually
read: "Patching Sakai 2.8.x to support dashboard version 1.0.0"
