[Building Sakai] Announcing Dashboard 1.0.0

That's exciting news Chris!

I looked at that list and couldn't find anything that's doesn't have a fix
version of 2.9 (or kernel 1.3) already so it seems like everything should
be in 2.9.x?

I believe any issues that aren't merge could be very likely be approved
before the 2.9 release, as many places will probably be running 2.9 for
quite awhile.
