[Building Sakai] Translate

It looks like the Mongolian setting is working for tomcat, since the site nab is translated. But you are probably running into problems usin the two different versions of assignment. An you've probably got duplicate jars in shared now. 

Translate assignment and have the file named according to your locale _mn_MN.properties. Deploy assignment to tomcat. 
Remove the trunk version from tomcat.
