[Building Sakai] Profile 2 Email Change

Yes, but what I am saying is that in the Accounts tool in My Workspace (not Profile2), can a user change their email address (see screenshot below)? Or do you just hide that tool? Because if you can restrict it there, the same restriction will flow into Profile2. 

I believe you can restrict it there via the user.upd.own.email permission in the user realm. If the user was provided via an external system it would also be restricted.

If a user can't change their email in the Accounts tool but can in Profile2 then it is a bug. Can you send a screenshot of your Accounts tool?
